Petrobras reinvents itself with $800 million push into Brazil’s fertilizer sector
Petroleo Brasileiro SA (Petrobras), Brazil’s state-controlled oil and gas company, is advancing its strategy to re-enter the fertilizer industry as Brazil’s agricultural sector continues to thrive. The company is evaluating an estimated $800 million investment to complete the UFN-III plant, a key facility designed for the production of nitrogen-based fertilizers crucial for enhancing soil fertility.
Brazil, a global agricultural leader, heavily relies on imported fertilizers. Petrobras, a major player in the past, exited the market in 2018. Recent global disruptions, including the Ukraine conflict, have exacerbated supply issues and driven up prices, prompting the current administration under President Luiz Inácio Lula da Silva to focus on revitalizing domestic production.
The UFN-III plant, located in Brazil’s central-west region, was approximately 80% completed when work was halted in 2014. The facility’s completion is vital for Petrobras’ strategy to boost Brazil’s domestic fertilizer production and reduce dependency on imports. The company is reassessing the $800 million needed to finish the project and is exploring potential partnerships to enhance the plant’s viability. The forthcoming spending plan for 2025-2029, due in November, will detail allocations for UFN-III and other initiatives, with a possibility of resuming work as early as December.
Petrobras has confirmed it is still evaluating the UFN-III project but has not provided a specific investment estimate. The company’s priority is to resume viable operations at existing halted plants, which together can supply 35% of Brazil’s urea demand. The Araucaria unit is expected to restart by May 2025, and Petrobras is in discussions with Unigel regarding two leased nitrogenous units in Bahia and Sergipe.
In addition to financial investments, Petrobras is exploring innovative technologies such as green ammonia. The company has announced a new partnership with Embrapa, a leading Brazilian agricultural research institution, to develop sustainable inputs and products. This collaboration aims to align with Brazil’s National Fertilizer Plan, enhancing Petrobras’ market position and environmental stewardship.
Petrobras’ re-entry into Brazil’s fertilizer industry marks a significant shift, with substantial investments and strategic partnerships aimed at meeting domestic demands and supporting agricultural sustainability.
